I've got a set of REI splash/rain pants that I don't need. They are in great shape. Light weight and dry really quickly. All pockets are zippered, two zippered ventilation holes, and zippered and buttoned ankle cuffs. Waist is adjustable via velcro pull tabs. All seams are taped.
These are not intended to keep you dry like some $100-$200 pants will. They dry amazingly quickly when you do get them wet and do a great job of keeping the wind off of you. $30 shipped to your door.
