This is what the City told me when I inquired on 12/29/2013.

"Thank you for contacting the City regarding the project. Your question was forwarded to us - as we serve as the Community Liaison for the project.
The boat launch is closed through at least mid-February as the outfall structure at the end of Avendia De La Playa is being replaced.
There will be more work on Avendia De La Playa that will continue through mid-May but will not affect the boat launch, but may entail detours or traffic control through the village."
