The Police took him away, with his car on a tow truck. I am not sure if they arrested him or not, I was too busy trying to find any salvageable pieces with a head lamp, while dodging the occasional flying leftover pieces from the traffic. I can't say who the rack came from, at this point... But I will say that the insurance wouldn't touch it with a ten foot pole.
