LJ Reserve Boundaries

My friend and I were having a discussion on the boundaries to the Reserve, but the link below completely throws everything I thought out the window.

For starters, I know there are buoys that mark the reserve but I've never seen those outside buoys that they are showing on this map. I also thought the Reserve went from the pier to the Children's pool. Clearly I was mistaken, but can anyone validate this "map"? Thanks for helping out a newbie.
