I thought it referred to water that was temporary water until it decides to become permanent water. :confused:

You're on the right track. It's a portmanteau combination of two words into one new word. In this case Temper to make stronger and more resilient through hardship, and Mature pertaining to or characteristic of full development. The Temperature of water at La Jolla is not permanent, but it's predictable even with it's ups and downs due to the test of time.

I always tell by sticking just my big toe in the water.
If all toes freeze-30 deg. 4 toes-40 deg. 3 toes- 50 deg. 2 toes 60 deg. 1 toe-good to go.

Hard to find a good temp they are always so variable.
